Yes. Just install Personal Oracle Server (and Navigator if you want) and nothing else to make sure that you don't overwrite newer versions of utilities and SQL*Net with older versions. You can also add database links in the local db to access the Oracle databases on the LAN. Useful when doing development and you want to copy a subset of data down to your local db for testing purposes.
