You are correct, when NT goes down, it simply kills the Oracle services. There is a service available which is supposed to shutdown the instance for you. I got it off the web some where, but I can't remember where. I still have the zip file, if you want I can e-mail it to you.

I haven't had time to check if this add-on actually works. The read-me file does say that, by desing, NT gives all processes roughly 20 seconds to clean up and exit before they are killed. So if you have a large database, this still may not do the trick.
