It looks like NEW_TIME is using abbreviations that became obsolete in November 1983, when US public law 98-181 came into effect, and changed those time zone names to Alaska standard time, Hawaii-Aleutian standard time, and Samoa standard time, respectively. The law doesn't specify abbreviations, but I've seen AKST, HAST, and SST.

What about NDT? Newfoundland has used daylight saving time for many years (ever since World War I, I believe).

Anyway, Oracle should be using a better scheme than this. Either numeric UTC offsets (to keep things simple); or if they want something friendlier, a good time zone history database like the public domain database at <URL:ftp://elsie.nci.nih.gov/pub/>. Received on Fri Nov 08 1996 - 00:00:00 CET
