SqlNet for Win95

How does oracle differentiate SqlNet for different operating systems? I use the  one for win 3.1 i.e. sqlnet 2.1. Do I have to acquire another copy when I have  win95 on my desktop and yet another one for WinNT 4.0? Thanks.
