There is an easy way to access cg_ref_codes from the Designer instance.
Logon to developer instance,
Create a database link for cg_ref_codes in designer instance.Create a synonym cg_ref_codes pointing to cg_ref_codes (on the designer instance. Now when you issue a query in this instance, it will pick up all records from the designer instance.
