Now there's a well written, statistically defensible post (NOT!).

It really depends how severable the programming is from the analysis. I know of more than one company who consider India and Japan wide-open, fertile ground for selling their software, because the analysis is done and the product is written. Having a lot of programmers available cheap is a long ways away from having a marketable product. Having a few job-shops full of "overseas" people in CA proves nothing, except that it has been possible to put together a few job-shops full of "overseas" people. Most every place I have worked there have been a few immigrants, and most every place I have worked has required "good communications skills," which is code for good written and verbal English. Of course, my experience has only been programming for business, YMMV.
