Certainly you may create and use a database link across a firewall, but only if the firewall is "configured" (or "mis-configured" as the case may be) for you to be able to do what you suggest.

If you have a hardware-based firewall, you will probably need to talk with your security folks (or, at least, your networking folks) to determine whether or not you will be allowed to do this. For that matter, if you have any firewall, you should probably talk with them.

If you can iron out this wrinkle, what you suggest if feasible.
