run the oerr program to get a list of possible errors with your TNS: oerr ora 12203

If you haven't gotten anyone to work, you probably have misconfigured sqlnet. If this only happens for one user, you probably need to set $ORACLE_HOME correctly, and $ORACLE_BASE if you are using that method. Verify your instance name, too.
