If you buy another book, Developer 200 Hand book, also by the Oracle Press, it comes with a CD with the trial version of Dev 2K on it. It is the Windows 3.1 version, but does work with the Win95 version of Personal Oracle 7. Read the docs that came with PO7 for info on how the get win 3.1 tools working with PO7 for win95.
