This is because a sequence is assigned a cache value and after each break in accesses to the sequence the cache - default 20 - gives a gap in the numbers. The only way to provide a continuous stream of numbers is to use a table or code control table as Oracle like to call it. It is also no good defining a cache of 1, because this still doesn't guarantee concurrent numbers - if a user creates a record within your application and then discards the record without committing the or due to an error the record can't be saved, the number is still assigned and then lost.
