SQL*NET V2 MTS - Ora-12203

Environment: VAX/ VMS
Both SQL*NET V1 and V2 are present.
V2 is supposed to have Multi Threaded Ness Peature.
When mts_dispatchers is defined as "tcp,2" we get the Ora-12203:Unable
to connect to Destination error. ORACLE support also walked through the
settings and configuration but could not solve the problem.
Any suggestions?
