The binaries in the ORANW directory tree are for your Netware server and the binaries in the ORAWIN directory are for your Windows clients. The oracle.ini file describes your Oracle Windows environment and is typically located in a client's \windows directory with a reference from the win.ini file. You've got a correct installation, but you can't execute the ORANW stuff on Windows, nor the ORAWIN stuff on Netware.
