Oratcl can be found at:

        ftp://ftp.neosoft.com/pub/tcl/NEW/oratcl-2.4b3.tar.gz

	The final Oratcl 2.4 release should be out real soon now - just some
	configuration changes left to do.

	(at some time in the near future, the Tcl archive site at Neosoft
	will be reorganized, but it still should be in the /pub/tcl tree.)

And one small correction, Oratcl is not public domain, but it instead copyrighted and freely distributed under a BSD-style license (which says you can use it for any purpose, just give me credit & a copyright notice.)
