Have you tried using fewer locks?
100,000 is a very large number.
Are you using gc_files_to_locks in order to spread the number of locks
between different files ?
Usually you can find that only certain files are being hit hard, even in
large databases because of the way Oracle adds data to the end of the
latest extent for each free list group.
