Try using SQL*Names instead of TNSNAMES.ORA. SQL*Names uses a database and program servers to resolve the instance names and locations. This will eliminate the need to update TNSNAMES.ORA on all clients. The SQL*Names software and documentation is delivered with SQL*Net.
