SQL*net on a VAX/VMS

Hi
I wonder if anyone is familiar with the following problem (is it a
problem or just a feature, I don't know...):
- connecting via SQL*net 2.1 (tcp/ip) to a Oracle database on a
VAX4600/VMS-platform takes 12 secs
- connecting via SQL*net 2.1 (tcp/ip) to a Oracle database on a DECpc
4/66/WinNT-platform takes 8 secs
So, why is a faster computer so much slower in connecting to the Oracle RDBMS? Any ideas??
