Osborne McGraw-Hill publishes a series of books about Oracle, known as "Oracle Press". Two which might interest you are

_Oracle Developer's Guide_, David McClanahan, ISBN 0-07-882087-1, covers Pro*C mostly, with a discussion of PL/SQL and OCI included

_Oracle PL/SQL Programming_, Scott Urman, ISBN 0-07-882176-2, covers PL/SQL up to version 2.3
