IIS accessing Oracle 7.2 thru OBDC

When trying to get IIS to do a query to Oracle 7.2 I receive the error message

     [State=S1000][Error=12641][Oracle][ODBC Oracle Driver][Oracle OCI]ORA-12641: TNS:authentication

     service failed to initialize.

Any ideas?
Works great with MS SQL Server, but would like it to work with Oracle.
