You might want to look on http://govt.us.oracle.com, follow the link to "Tech Center" and then downloadable utilities.

There you will find the Oracle Web Agent Extensions that pretty much automate the display of queries in HTML tables, allows you to set how many rows to view on each page, and shows how to 'page up and down' through a result set without sending the whole thing back to the browser.

Online demo's available...
