From your question its not very clear about the problem you are facing about index. The index information is auotmatically updated for the new rows that are inserted. If you have any problems with the index you can drop the index by using 'DROP INDEX' & again recreate the with 'CREATE INDEX' but if the table is a large table it will consume lot of time.
For ADMIN utilities there are a nos. of SQLDBA commands which you can find in the adminstrator's manual also there are utilites which are provided by ORACLE Corp. like EXP - for exporting the tablespace, IMP - for importing data.
