Yes! There is an environment variable called TNS_ADMIN that you can set in the ORACLE.INI file; to point to your desired location.

Syntax:
  TNS_ADMIN=C:\YOUR_DIRECTORY Received on Tue Aug 27 1996 - 00:00:00 CEST
