There is a free white paper on DBA_VIEWS on the RevealNet Website (http://www.revealnet.com). In it you will find an Entity Relationship Diagram (ERD) of the DBA_VIEWS layer of the Oracle Data Dictionary, plus a listing of table descriptions.

For more in-depth information, download a copy of "Reveal for Oracle: Administration". The "Visual Dictionary" component of the product goes in to further detail, including performance scripts.
