It seems apparent that the Solaris system is intended to be the server for clients on the MP-RAS (NCR) system. The message indicates that the client code expects Oracle to be up and running locally. Setting the environment variable "TWO_TASK" on the client to the appropriate instance name in the clients tnsnames.ora file causes the client to connect over the network.

At least that works for me.
