My understanding of two_task is: this environmental variable establishes a sqlnet connection for the shadow process to any primary oracle process, thus the work requested by a user is being done by two processes. The overhead is the communication between the two processes (IPC inter-process communication). One tuning book suggests the single-task environment may actually run faster for some operations, but the application has to be re-linked as a single task executable (don't know how that is done yet).
