Before you buy expensive tools to defragment your tablespaces and segments you should take a look at Cary V. Millsap's ORACLE white paper at
http://tiburon.us.oracle.com/odp/public/library/cr/html/cr_white.html or http://www.europa.com/cgi-bin/cgiwrap?user=orapub&script=op-abs.pl

There you will find many useful tips how to avoid fragmentation.

Under the same URL you will find a paper by Craig Shallahammer titled Avoiding a Database Reorganisation, it is also quite useful.
