There is a known bug in this version (and several earlier versions) of Oracle, that causes this error. The normal remedies for 4031 errors (such as increasing the shared pool size) will only delay this error, not prevent it. Oracle support can provide a patch. Our 4031 errors ceased after we applyied the patch several months ago.
