Help: SQL*Net and Windows95

A couple of months ago, I installed SQL*Net for Windows3.1 (Oracle products for Windows CD V7.1) under Windows95. It worked fine. Now I need to do the same thing except this time using Oracle products for Windows CD V7.2. It did not work!. Error was 'can't resolve TNS name'. I checked the following items:

in c:\windows\win.ini: ora_config=c:\windows\oracle.ini in c:\windows\oracle.ini: oracle_home=c:\progra~1\orawin tnsnames.ora is in c:\progra~1\orawin\network\admin the TNS name used as connect string is defined in tnsnames.ora the same TNS name works on remote server telnet works

What else can I do?
