Small workgroup server

Can Personal Oracle 7 for windows 95 be used as a server for a small workgroup, say 4 computers?
If it cannot, what is the cheapest sollution from oracle for that situation? Do I need Windows NT, and in that case, can I do the trick with windows NT workstation?
Can you also tell me the price of the solution (more or less, anyway)?
