Why bother with worrying about rather ORACLE can do it? Just encrypt it BEFORE storing it in ORACLE, that way no DBA snooping problem. (don't forget to use RAW, as escape characters may be in it...) Have the app ask for a password that holds the Key to the encrypted data or some such. It is very easy. There are several data encryption programs out, freeware, shareware and commercial or simply do a "roll your own" version.
