PO7 to developer2000

I have installed the PO7 for win95 and have the developer2000 for windows 3.1. The PO7 database is local and I can login to the database with SQL+ using no connect string since it is local, just use a userid/password. I can not do this with the developer2000. It gives me an error message that no Interface driver is loaded. What did I miss on the install or any suggestions.
