That Dashed line is called a "ruler guide" which is created when you press down on the mouse button as you drag your mouse outward from the upper or left hand margin within the layout editor. Ruler guides help you align objects within your report. Ruler guides are visible only in the layout editor, and do not appear in the output of your report.
