This, in my opinion, is heavily dependent on how important is your legacy personnel's learning curve for you. As your team is used to FORMS 3.0, they'll get comfortable with Developer/2000 faster. There are several similarities between the two environments, despite of the enormous differences in user interface. Developer/2000 offers extremely powerful, yet fairly easy to learn, features, and integrates smoothly with ORACLE servers and CASE products.

On the other hand, if you're seeking something entirely new, you'd be better going for neither of the two. Both are very huge and proprietary technology examples, requiring more expensive and hard to find programmers and analysts. You'll be better off if you choose a BASIC based development environment, like MS-VISUAL BASIC 4.0 or ORACLE POWER OBJECTS, for instance. Any college student can deal with them, and this sort of product has gained a lot of momentum.

If I were you, I'd go for Developer/2000 for the existing application base, while starting some pilot projects using a BASIC development environment of choice. This might be an ideal middle way approach.
