You can use any reverse ingeneering tool to export de definition of the tables and indexes and then use any compare utility...

At Sylvain Faust Inc we will have a version of SQL-Programmer for Oracle in September. It can extract any object definition from a server (i.e. Tables, Indexes, SP, Package, ...), we will also have source control built in the tool. With this tool you will be able to do your compare from user to user.
