The following should appear in your sql.ini, in the [oragtwy] section:

remotedbname=LOCAL,_at_2:

The other thing I found that needed to happen is that you need to run the setup.exe located in the windows directory of the Personal Oracle CD ( in addition to the setup.exe in the win95 directory on the Personal Oracle 7 CD) in order to connect.
