well I didn't do a conversion from 2.3 to 4.5 but : in the forms generator u have an option for migrating from previous releases . i did it from 3 to 4.5 and there is an option to do it from 2.4 to 4.5 .

baiscly U can run forms4.5 on dumb terminal and use a centeral instalation on the server .
