From PL/SQL version 2.3 there is a database package utl_file available which you can use to interact with the operating system both on client and server side. Developer/2000 tools offer the text_io package. It's documented in the same booklet which describes database triggers, stored procedures, packages etc. Also nicely documented in a the book "Oracle PL/SQL programming" by Steven Feuerstein.
