OPO: Date as a default condition

I am having trouble using a date as a default condition. I want the default condition to be something akin to: period = '12/31/95'
I have tried using some of the following variations:
period = '12/31/95'
period = #12/31/95#
period = to_date('12/31/95')
Does anyone know what the proper syntax is. Thank you in advance.
