MSN has replaced your WINSOCK.DLL with one that will bring up the dialup screen whenever the DLL is loaded(not when any function is invoked). The Oracle database will load SQLNET if installed, which will load WINSOCK if present. There should be a dialup option to turn off auto startup or something like that. Also, if you aren't using sqlnet, then run the Oracle installer, and remove it.
