The "bursts" could be happening for several reasons.
1. Redo buffers filling up and your waiting on checkpoints. 2. You are reading in buffers sets of x. 3. Your db_block_buffers are filling and needing a purge.
These type of limiting factors especially number 1 and 2 are not dependent on the Oracle SGA size.
