We ran into this problem running Oracle Server 7.1.6 on an SGI platform. The trouble was that the SQL*Net listener was leaking memory and had to be restarted two or three times a day depending on usage. You should be able to query Oracle's bug database if you have support. The database shows a number of problems regarding memory leaks.
This may not be related to your problem since it sounds as if you are never able to make a connection, but the error looks the same as what we got with the memory leaks.
