HELP!! ODBC driver not loaded ERROR ...

I have ODBC (16 bits Windows 3.1 version) and ORACLE SQL*NET (version 2.2 )on my PC. The
SQL*NET communication work correctly. I tried to use ODBC test connect to Oracle server (Solaris 2.5). I have following error messages:

	SQLState: IM003
	Native Error code: 0
	Drive message:[Microsoft][ODBC DLL]
	Specified driver could not loaded
