Calling Pro*C from PL/SQL

Our site is currently converting from Oracle 6 to Oracle 7.2.

We have various bits of Pro*C code that call PL/SQL and talk to the database.

We'd like to be able to call the Pro*C from within stored procedures written in PL/SQL. That should help us avoid redevelopment. Is there a way of doing this? Can we call the user exits in the Pro*C code?
