Yes. I do this frequently.

The general procedure is to copy all datafiles, control files, and redo log files, and then rename the new database, using the procedure outlined in Oracle Magazine March/April 1996 "Renaming Your Oracle7 Database" (http://www.oramag.com/archives/26dba.html). If this is something you will do regularly, then once you have the script setup to create the new control file, you can eliminate a lot of the steps described in the article.

Using this method, I can "clone" a 4Gb database containing Oracle Financials and HRMS in less than an hour. To do the same thing using export/import would probably take the better part of a weekend.
