Open ASCII file and create sql statements

I need to write a program that reads an ASCII file and then creates a sql statement from the data in the ASCII file. The sql will be used to pull data from a Oracle 7.2 database. I can use VB4 or Delphi 2. Should I be using PL/SQL statements to read the file.

Does anybody have any suggestions.
