This typically means you've got too many concurrent SQL*Net connections. As Unix user Oracle 'owns' all the dedicated server processes that SQL*Net clients connect to, you need to increase the maximim number of Unix processes for one user. Check your Oracle7 Installation and Configuration Guide for your platform for the specific Unix kernel parameter to change.
