OPO applications on win95 - HELP

I cannot run OPO applications on Win95 if the OS is preinstalled. Oracle tells me that the solution is to install Windows 3.11 and then Windows95 over it. This Works, but it's a hefty job when I need to get 25 clients up and running yesterday!!

There MUST be another way. Please help
