I'm not a big fan of Oracle tools, but you can get a book titled...hmm memory is faulty, but I think it's something like "Client/Server Development with Developer/2000". It comes with a CD copy of D/2000 in the back of the book. This might minimize cost to your students, since they don't have to purchase both book and software.

(This brings up fond memories of my MBA days and the class that used the
$50 book "Cost Effective Market Research", which was the size of a thin paperback, written of course, by the professor. I really admired his sense of humor, even though I had to buy the book)

(BTW - no criticism at all intended, I just had this memory flashback..)
