A test does not tell you if someone is talented or not. It just tells you they know how to pass a test and can memorize textbooks. Experience, education, and recommendations are the most important indicators of ability. A test will never prove someone knows the system and can solve real problems.

If I had a choice of hiring some one with 5 years experience and a certificate and some one with 15 years experience. That 15 years is going to mean a lot more to me then some certificate.
