SQL*Plus 3.2 is a 32bit application, which runs above 32 bit 
SQL*Net. SQL*Plus is 16 bit application, which needs 16 bit 
SQL*Net. So, if you configure your 16 bit SQL*Net 
(c:\orawin\network\admin) the same as your 32 bit SQL*Net (c:\orant\network\admin), SQL*Plus 3.1 should work.
