One thing you have to do is add the following line to the [Oracle]
section of your ORACLE.INI:
TVCCFG=Y:\PVCS\ORACLE.CFG
(or whatever your .CFG location is)
Note: it still doesnt work for me, although it does for other people in my team, so there must be more to it.
